Each lever below is held by an office that can use it under existing authority.
- Grant reporting. The Secretaries of Transportation, Energy and Environmental Affairs, and Economic Development publish award lists by town. A per-mile, per-bridge or per-job column could sit beside dollars per resident; section 3 puts the smallest fifth of towns at 4.9 times its share per resident and 1.47 by what each program pays for.
- Regional school transportation. The Ways and Means chairs, Aaron Michlewitz and Michael Rodrigues, write the appropriation: 100% in statute, subject to appropriation; 80% to 96% in FY2021–FY2025, $65.5 million below 100% over five years.
- Holds. The Secretary of Administration and Finance carries out holds. The FY2026 hold covered $125 million of local earmarks (the administration’s count), July 4 to October 20, 2025. A published list with release dates would tell towns what to plan around.
- Rules and posts. Speaker Ronald Mariano and Senate President Karen Spilka assign most paid posts, and the next joint rules come in January 2027. Among House Democrats starting a session without a stipend, 14% of reform-side voters drew one by the second year, against 62% of the rest (section 7).
